Evaluation of Operational Efficiency in Sustainable Facility Management of the Central Bank of Nigeria Housing Quarters, Enugu, Nigeria

| Abstract: | Background: Sustainable Facilities Management is crucial for maintaining the efficiency and longevity of housing estates. In Enugu Metropolis, inadequate operational efficiency in estate management contributes to poor housing conditions and resident dissatisfaction.
Objective:To explore how housing quality, state of disrepair, and residents' participation respond to operational efficiency in the management of the Central Bank of Nigeria housing estate in Enugu. Method: A mixed-method approach was adopted, utilising structured questionnaire, informal discussions with estate management consultants, and field observation. A total of 78 survey instruments were distributed to residents, achieving an 89.74% response rate. The collected data covered demographic characteristics, length of stay, housing quality, consultant involvement, maintenance responsibilities, and housing conditions. Result: Findings reveal a high level of building disrepair (97.14%) despite significant consultant involvement (86.96%). Income level influenced housing choices (82.86%), and resident participation in maintenance was minimal (4.28%). Institutional barriers delayed maintenance interventions, leading to reactive rather than preventive management. Conclusion: the study concludes that operational efficiency in sustainable facility management in CBN housing estates in the Enugu metropolis has to be strengthened, as the effectiveness of the current approach is limited by institutional constraints, thus, leading to high levels of building disrepair, housing immobility, and resident non-participation. Unique Contribution: The study provides new insights that would be of immense benefits to estate managers, urban planners, and policymakers in designing more effective facility management strategies that enhance building sustainability and resident satisfaction. Key recommendations: To ensure sustainable facility management, proactive maintenance policies, reduced administrative bottlenecks, enhanced resident engagement, and regular training and motivation of in-house operatives are recommended to improve service delivery, housing quality, and long-term sustainability in Enugu’s housing estates. |
